On May 26, the launch ceremony for the “When Youth is in Its Prime - 2026 Welcome Talents Home” Initiative was successfully held in Fengtai District, Beijing, extending a heartfelt invitation to overseas students.

At the ceremony, Beijing released its “2026 Welcome Talents Home” initiative. In terms of policy support, the initiative leverages the HICOOL Global Entrepreneur Summit and Entrepreneurship Competition to offer award-winning talents rewards of up to RMB 2 million and full-chain services covering settlement support, publicity, investment and financing. Through policies for overseas students’ pioneer parks, start-ups founded by students will be eligible for up to RMB 500,000 in start-up funding and preferential office space. In terms of service guarantees, nearly 30,000 apartments for young talents will be provided in a coordinated manner with tiered housing support. Additionally, 20 vibrant neighborhoods for young talents will be developed, and 3,000 dedicated service stewards will be assigned. In terms of exchange and talent attraction, the Global Network for Innovation Services (GNIS) will be upgraded and 3,000 high-quality job openings will be released, attracting young talents to come to Beijing to innovate, start businesses, establish careers and thrive.

The “Beijing Subway Line 10 Talent Vitality Loop” was officially released. Using the Subway Line 10 loop as a link, it connects and activates innovation hubs, industrial spaces, talent apartments and vibrant neighborhoods across Fengtai, Haidian and Chaoyang districts. International organizations such as the World Association of Young Scientists and the Global Academy of Overseas Chinese Scholars Beijing Center made a collective debut at the event. Recruitment for the 15th “Beijing Tour for Overseas Talents” was also launched; throughout the year, 13 activities will be organized and more than 3,000 high-quality job openings will be released.

At the launch ceremony, Fengtai District unveiled the “Qingfeng” brand project, building a full-cycle service system for young talents. The district plans to release 70,000 internship and employment positions throughout the year, provide full-chain financial support for talent from “0” to “100” and introduce a “Talent Housing Support Plan” to provide housing guarantees for talents. On the same day, the 2026 Talents Conference themed “Invigorating Academic Youth and Building Dreams for National Service” was successfully held. The event released an all-domain scenario innovation service platform, introduced special OPC support policies, and advanced the development of an innovation and entrepreneurship ecosystem for young talents.
